vMembers Bob Booher, David Stopak, Wendy Harris, Council Liaison Joli McCathran, and Gail Littlefield. . The meeting began at 7:35 pm at the Town Council chambers.

Approval of Agenda and Adoption of Minutes.

The proposed agenda was adopted unanimously as revised. The February 19 minutes were approved. Approval of the March minutes was deferred.

Projects.

None submitted for review.

Report by Council liaison.

Joli reported that the Council approved the HPC budget as proposed, with the addition of $500 for an HPC secretary and a COLA salary increase for the Town Archivist. Wendy Harris was appointed as member to the HPC by the Council and approved by the Mayor. Welcome officially, Wendy, and thank you for serving! The Hall contract was approved. The roof on the Hall addition has already been replaced. Work on the main Hall will start in the fall. A MHT grant is being sought. Jim Snyder’s request for an address change to Cherry Ave in order to make his proposed carport enclosure was rejected. Joli will research town ordinances regarding demolition by neglect in order to reply to a resident inquiry.

PC meeting.

Gail will attend the May PC meeting. Bob will distribute PC meeting assignments.

Town Bulletin.

Wendy and Pat Patula will submit a bulletin entry by April 22.

Bridge.

Bob reported that members of the Bridge committee met with our landscape architect regarding the project Master Plan. CSX has declined to pay for the master plan. The Town will pay for at least a concept plan.

HP award.

The HPC decided on the recipient of the annual Historic Preservation Award to be announced at the next Town Meeting.

Most Engangered designation.

The HPC discussed how to publicize its selection for the Most Endangered Sites list by Preservation Maryland. Bob will draft a letter to the County Council about the listing. Dave will draft an op-ed piece for the Gazette or other publication. Wendy will draft a press release.

New business.

Joli reported that maintenance for the clay tennis courts is included in the 2013 budget (ends July 1, 2013), but not in the 2014 budget. The Capital Improvement Budget (CIP) for 2015 includes $25K for paving of the clay tennis courts. Joli asked the HPC for its thoughts on the proposed replacement of the clay courts with asphalt. The HPC discussed the value to the Town of tennis playing in general and of maintenance of the clay courts in particular. Gail will draft a letter conveying the HPC’s thoughts.
