Chairman Jim Leng called the meeting to order at approximately 7:30 p.m. Commissioners Peggy Odick, Vicki Andrews, Allen Winter, Irene Carrato and John McClelland were present. Also present were Jack Kontgias and Bob Ellis (Bailey Thompson LLC) and Town residents Tony and Connie DeIuliis. Commissioner Bob Evans was absent.

The minutes from the October meeting were approved as corrected.

Jack Kontgias and Allen Winter explained about the subdivision plat for the DeIuliis property. Allen said that the Forest Conservation Plan and the Forest Delineation Plan have not been submitted. The conservation area must be shown on the subdivision plat. Allen Winter said that the Commission needs to approve the designation of lots on the plat. It was noted that the Town is in the 9th Election District (Gaithersburg). The plat cannot be signed without a forest conservation plan.

Peggy Odick suggested waiting until the next meeting (December) to review the plat when the other documents will also be available and everything should be in order regarding the contractors. Jim Leng said that he did not feel this matter should wait another month. Jack Kontgias said the plat would be available on Friday (11/10/00) for review; he also said he did not feel that the Town should keep this matter on hold.

Allen Winter said that the Town should approve the general concept of this project that was expressed during the meeting. It was moved by Allen Winter, seconded by Vicki Andrews, and passed that the Town accept the general concept of this project regarding subdivision of the DeIuliis property.

Peggy Odick asked if anything else was needed for the Public Utility Easement along Ridge Road. Allen Winter said that if the Town owned the road, the Town would require a bond for Ridge Road in a Public Improvement Agreement.

Irene Carrato said that she has been nominated by Mayor Compton to sit in on a committee in charge of Town preservation.

John McClelland said that Tom Appleby has requested permission to build a shed. He also said that the shed on the Clark property is connected. The next meeting of the Planning Commission will be held on Tuesday, December 5, 2000.

It was moved by Allen Winter and unanimously passed to adjourn the meeting.

The meeting was adjourned at 9:00 p.m.
