Chairman Nagrod called the meeting to order at 7:30 p.m. In attendance were commissioners Dave Hix, John McClelland, Deborah Mehlferber, and Steve Werts. Others in attendance were Mayor Joli McCathran, Council member Georgette Cole, HPC member Gail Littlefield and residents Charlie Challstrom, Jay Everhart and Liz Everhart.

Approval of Agenda:

Steve Werts moved to approve the agenda. Dave Hix seconded the motion. Approved: 5-0.

Public Appearances:

Charlie Challstrom explained his duties as the Town representative for the National Flood Insurance Program. It is his opinion a Planning Commission member should serve in this capacity because some zoning issues may need to be addressed. He pointed out new State requirements which now treat gas/propane tanks as accessory structures, thus having to meet certain setback requirements. Chairman Nagrod stated a new representative would be designated at the February meeting.

Mayor Joli McCathran reported the findings from an inspection at #8 The Circle by Dave Hix, Peter Nagrod, John McClelland and herself revealed the lattice work in question to be attached to the home and the Gazebo on the deck to be bolted down. A letter will be written to the resident asking her to remove the lattice work currently installed under the bay window. The enclosure under the window puts the home over the allowable amount of enclosed space.

Jay & Liz Everhart presented their plans to add four (4) sections of double fencing in an effort to keep deer out of their yard. They have spoken to Brenda Gumula and Peter Nagrod. The residents did not meet the submission deadline and understand this permit will not be up for approval until the February meeting of the Planning Commission.

Approval of the Minutes:

Dave Hix moved to approve the December minutes. Steve Werts seconded the motion. Approved: 5-0.

Building Permit Applications:

  • 112 Chestnut Ave. BZA Hearing update – On December 17, 2016 the Board of Zoning Appeals approved a request for a variance to allow a six (6) foot fence on the rear property line which faces the Commercial Corner.
  • Public Ways & Property Permit on Grove Avenue – Steve Werts explained the proposed sewer work in front of four (4) homes (110, 112, 114 & 315) along Grove Avenue. The work is being done by Envirenew, Inc. (WSSC sub-contractor) on January 9 – 13, 2017. Steve will meet with the contractor concerning a change in pipe placement in order to save one (1) rather large tree.

Border Committee:

Peter Nagrod reported the second meeting has not yet been scheduled.

Washington Grove House Records – Status Report:

Four (4) more homes were completed. Total = 87.

Report from Town Council:

John McClelland had nothing to report.

Other Business:

Mayor McCathran asked for an update on the fence at 201 Brown Street. Peter suggested because the fence was erected without a permit, two (2) letters should be written; one (1) denying the proposed fence and a second requesting the removal of same. Peter also reported the resident is trying to get a boundary survey.

There was a brief discussion about the boundary of 2nd Avenue.

Someone also reported one (1) survey post is still missing near the pond at #8 The Circle. Snider & Associates apparently did not return to install it as promised.

John McClelland reported the Town Council accepted the RFP reply from Snider & Associates in the amount of $14,700.00 for the East Woods boundary marking and re-subdivision.

There being no further business, the meeting adjourned at 8:15 PM.
