Commissioners reviewed plans for an addition to 413 Washington Grove Lane. Architect Ralph Hurst was present to discuss the project and answer questions. The proposal adds a second story to the existing house, with additions on the front and rear, and enclosing a carport for living space. The roof is steeply pitched with dormers and a projecting pavilion that echoes the form of traditional Grove cottages. Bob Booher will write the certificate of review
MASTER PLAN REVIEW
Bob will contact Mary Challstrom regarding map of subdividable properties. He will request a Council liaison, possibly Darrell Anderson.
BY LAWS
David Neumann presented a draft of HPC By-Laws. David Neumann made the motion to adopt the By-Laws as amended on this date. Clare Cavicchi seconded. Motion unanimously passed. David to e-mail amended By-Laws to commissioners.
RULES OF PROCEDURE
David Neumann presented a draft of rules of procedure.
SUBMISSION REQUIREMENTS & BUILDING PERMIT APPLICATION
Changes suggested for submission requirements including photos that show existing conditions. Suggested changes to building permit info sheet that includes mention of HPC review. Also discussed usefulness of a separate page to be handed to applicants to educate them about the importance of preservation, suggestion of preliminary consultation, info on tax credits, and Heritage Committee database of photos/history info.
LIST OF CONTRIBUTING RESOURCES IN HISTORIC DISTRICT
Following the July 14 meeting, Bob Booher, David Neumann and Larry French toured Grove houses to field check categories. In general, houses that were on the line between contributing and non-contributing were considered contributing. Suggested changes, if any, to be brought to next meeting.
HOUSE INVENTORY FILES
David Neumann agreed to look at the database on Clare’s PC to see if he can get it operable.
The next HPC meeting is set for September 26, 2002 (per 9-6 e-mail).
