Members Present: Bob Booher, Wendy Harris, Gail Littlefield and David Stopak, along with John Compton, Town Council Liaison. Also in attendance (7:50 pm) was Dave Cosson, Emergency Preparedness Committee.

Approval of Agenda:

The agenda was reviewed and approved, as amended.

Adoption of Minutes:

The draft minutes from the meeting of June 20, 2017, were reviewed with no changes. David made a motion, seconded by Wendy, to approve the minutes, as written. The motion carried unanimously.

Emergency Preparedness presentation on street sign issue.

David Cosson raised the EP Committee’s concerns and position about the Town’s current street signs, as follow–ambulances have difficulty finding houses because of confusion over addresses, inadequate maps, and no house numbers; vehicle drivers may or may not be familiar with the Grove; current street signs are deteriorated and hard to read; the Town has control over our street signs; EP recommendation is brown metal signs with reflectivity because of lower maintenance for metal and because folks want to keep the look and feel of our current signs.

EP’s recommendation was based on reading the MCFRS report on the Polston fire and looking around.

Having a meeting with Chief van Gieson, who wrote the Polston fire report, to discuss solutions to emergency response issues and their prioritization was discussed. Dave Cosson agreed to take the question of a meeting with Chief van Gieson to the next EP Committee meeting on July 27.

Expansion of National Register Nomination:

Wendy distributed a Draft Scope of Work (attached) for the update and expansion of the Town’s National Register designation.

Issues discussed were: Phasing, what work to put in year 1 and what to put in year 2. Wendy suggested putting resources in our original boundaries in year 1 and annexed areas (e.g. Ridge Road) in year 2. Also discussed was seeking guidance from Peter Kurtze at MHT on what would constitute a comprehensive survey; a list of contributing and non-contributing structures; whether the conservation meadow could be part of the NR district; whether existing maps of the town will be adequate to submit to MHT; whether 5×7” photos will be required; the special rural significance of Ridge Road; significance of the Commercial Corner and Post Office/ former Seven Eleven.

Based on the discussion and results of further inquiries, Wendy will make changes to her Draft document.

Bulletin Material:

Pat Patula has prepared a sequel to her last submission.

Council Report:

John reported on the dog park discussion at the July Council meeting. A committee was appointed to make recommmendations.
With no further business to discuss, the meeting was adjourned at 10:30 pm.
