Peter Nagrod called the meeting to order at 7:30 p.m. In attendance were Commissioners Georgette Cole, Robert Johnson, and Deb Mehlferber. Also present were new owners of 215 Washington Grove Lane Jonathan Dail and Kristina Kough.

Approval of Agenda:

Georgette Cole moved to approve the agenda. Deb Mehlferber seconded the motion. Approved: 4-0.

Building Permit Applications:

There were none.

Public Appearances:

  • 215 Washington Grove Lane – New property owners Jonathan Dail and Kristina Kough came to inquire about fences. They explained what they wanted to do in terms of relocated existing fencing. The Commission explained all would be fine as long as the fencing on the property lines facing public land was only 4 feet tall. The also asked about the process for a dumpster permit. In addition they asked about a rather large stump on Town land and wanted to know if it was possible to have it removed. The Commission gave the couple contact information for Audrey Maskery. The Commission welcomed them to Town!

Zoning Text Amendment to Delete the Definition of Dormer and to Modify Minimum Lot Size Standards for the RR-3 Zone – Status

There was a brief recap of a discussion about this item which took place at the June meeting of the Town Council. Concern was expressed about the motivation for doing this ordinance. The Commission reviewed Charlie Challstrom’s report from the Town Council and concluded they needed more time to make an educated decision about the possible subdivision in the RR-3 zone. The numbers are very close and need to be thoroughly reviewed. There was additional discussion about the subdivision process and input from the Historic Preservation Commission. Both Commissions want to be sure there is language that encourages the retention of the historic farm house and a subdivision which would allow only two (2) lots. Peter Nagrod moved to withdraw the acceptance of Ordinance 2019-10 (ZTA) to allow for additional consideration. Georgette Cole seconded the motion. Approval: 4-0.

Approval of Minutes:

Georgette Cole moved to approve the June minutes (Draft 2 version). Deb Mehlferber seconded the motion. Approved: 4-0, as amended.

203 2nd Avenue – Porch Steps Re-do for Compliance Purposes:

The rebuild of the porch steps, for compliance purposes, is complete.

Master Plan Work Session – Report & Update:

Georgette Cole reported the work sessions are going well. Work on Section 6 will take place at the next session on August 21, 2019.

Washington Grove House Records – Status Report:

Nothing to report.

Other Business:

Chairman Nagrod received feedback from people about how meetings are run. He would like to see all members become more involved. He is hoping to involve new residents. He is also aware of the need for a better relationship with the Historic Preservation Commission. Perhaps more joint meetings would help.

There being no further business, the meeting adjourned at 9:40 PM.
