John McClelland called the meeting to order at 7:34 p.m. In attendance were Commissioners Darrell Anderson, Bob Evans and Bud O’Connor and alternate Jim Leng. Also present were Rico Sturniolo, Mike Voigt, Ken Wilcox, Kate Shiflet and Lee Walls.

Approval of Minutes

The minutes for February were approved as corrected.

Street Lights on Ridge Road

Rico Sturniolo and Mike Voigt presented a petition from the residents of Washington Grove Hills recommending the installation of at least five streetlights on South Eastern Ridge Road. There are currently no streetlights in that part of town. Jim Leng moved that a recommendation be made to continue street lights down Ridge Road. All Planning Commission members were in favor of the motion.

Commercial Corner

Ken Wilcox of Fiberclean, a residential carpet and upholstering cleaning company, presented information and requested that he might move his company into the Commercial Corner. The company has 25-30 employees; 10-12 service people that would come to the office between 6:30-7:45 a.m. to clean their equipment; 4-5 office employees that would be there from 7 a.m. to 5 p.m. M-F and alternate Saturdays; and 10-12 employees that work from home that would come in once a week to hand in paperwork. One company van would be parked in the lot 24/7 but the rest of the employees use their own cars. He requested that a platform be built in the “back” of the building to take equipment (carpet cleaners) in and out. When John McClelland asked if that traffic could be done in the front of the building, Mr. Wilcox said that would be fine. John McClelland said that he wasn’t sure if the business would meet the town ordinance definition of allowable uses because of the equipment being moved and cleaned. The Commissioners agreed that they thought that the business was close enough to a cleaner that if the equipment access went through the front of the building, it would be acceptable. John will check with the Town attorney to see if a permit could be issued with a contingency that the front of the building be used for access.

Building Permits

Bud O’Connor reported approval of the following building permits:

  • 511 Washington Grove Lane » deck; rejected permit for a six foot fence
  • 207 Grove Road » porch enclosure/addition per Ordinance 3.141, Section A

Bud O’Connor reported Judy Banachowski and Bruce Rockrock at 407 Acorn submitted an application to enclose an existing greenhouse. The Plat survey on the permit application shows that a portion of Johnson Alley and Grove Avenue is on their property. The building percentage of lot seems to be at an acceptable level and the Commission would like to approve. However, as there is no way to verify property lines at this time, there was some discussion as to how to approve the application without legitimizing the property lines. John McClelland suggested, and the Commissioners agreed to identify the non-controversial property lines on the permit and approve the application based on those perimeters.

Report from Town Council

Darrell Anderson reported that the proposed Ordinance changes would be passed by the Council next week. He also reported that the Council agreed to place wooden barriers on Cherry Avenue behind the Nagem property in order to prevent illegal business activity.
