Chairman McClelland called the meeting to order at 7:35 p.m. In attendance were Commissioners Georgette Cole, Bob Evans, Eric Gleason, Steve Werts and alternate Missy Yachup. Also in attendance were residents Terry & Valerie Arnold. (344 Ridge Rd.).

Approval of Minutes

Georgette Cole moved to approve the Planning Commission minutes from August 5, 2009. Eric Gleason seconded the motion. The minutes were approved.

Public Appearances

Terry & Valerie Arnold came to discuss an error that was precluding the sign-off on a wall-check inspection at their home at 344 Ridge Road. The application was originally approved with a 10′ 6″side setback on the North side of the home which should have been 15ft. The Commission agreed to uphold the 10’6″ setback but requested confirmation from a surveyor. The location of the side lot line as well as the addition of insulation and a brick veneer to the outside of the cinderblock home requires professional verification. Mr. Arnold will contact Chairman McClelland with the written results.

103 Brown Street

Chairman McClelland will draft a letter to architect Ralph Hurst and meet with Mayor Anderson to discuss the violation solution and the time frame for completed construction. The Commission agreed that the drawing that was approved is the PDF file attachment that went to all via e-mail on August 17, 2009.

115 Chestnut Avenue

Chairman McClelland verified that, although they protrude into the setbacks, the front steps at this property meet the ordinance requirements under Article VII; Section 3.323.

Ordinance 2008-07/ Update

Chairman McClelland reported that the joint PC/HPC work sessions continue as does the process. The next meeting will be on September 23, 2009.

Report from the Town Council

Georgette Cole presented her report (Exhibit A). She also presented suggested language for a driveway permit, as requested by the Town Council (Exhibit B). There was a discussion about requiring a permit for anything placed on Town property (trees, plantings, stones, statues, light poles, walkways etc…) and about graveling vs. pavement for vehicular parking on and off Town property.

Permits

215 Washington Grove Lane: Chairman McClelland reported that the permit application to enclose a small porch on this property would be returned to the resident. A house location survey must accompany this application.
