Mayor Anderson called the regular meeting of the Town Council to order at 7:30 p.m. In attendance were Councilors Charlie Challstrom, Joe Clark, Georgette Cole, John Compton, Kathie Evans and Marida Hines. Also in attendance were Maintenance Supervisor Jim Fletcher and residents David Neumann, Ed Roberts and Bruce Rothrock.
Approval of the Agenda
It was moved and seconded that the agenda for the meeting be approved. John Compton suggested that the LOS update be removed. Mayor Anderson and other Council members agreed. Vote: 6-0.
Maintenance Report
Mayor Anderson commented that he liked Jim’s update of the Winter List. Jim asked if his very detailed Maintenance Reports met the Council’s needs. The general consensus was that the detail was helpful. There was a discussion about the area near the flag pole where the juniper bushes were removed, the three bench ends donated by Charles and Barbara Reed and the status of money available for special projects.
Opening of Road Bids
Mayor Anderson opened the three (3) road bids.
- A.B. Veirs $17,279.00
- Ross $13,893.00
- Musser $13,615.00
Joe Clark moved to accept the bid for road work presented by L.H. Musser & Sons. Georgette Cole seconded the motion. Vote: 6-0.
Ordinance 2008-07 – Modifying Building Coverage Standards for Residential Zones and Maximum Height Standard for Accessory Buildings – Continued Discussion
Charlie Challstrom reported that the HPC and the PC held a joint work session to develop Town standards associated with infill development. A second meeting joint work session is scheduled for May 13, 2009. Joe Clark reported that the joint work session made good conceptual progress. There was a discussion about documentation, process, a second work session, input from other communities, workshops and focus groups.
Council Reports
- Georgette Cole distributed maps showing the proposed work area on the West side of Grove Road at the entrance to the Town. The azalea and rhododendron beds will be cleaned up and undesirable small trees will be removed. Mayor Anderson praised the recent volunteer efforts by the Woods Preservation Group and the Forestry Committee. The Mayor and Council authorized the use of paint dots on trees to mark the new trails in the East Woods.
- Georgette Cole brought up a resident’s request for traffic calming in the “400 block” of Grove Road. There was a discussion about painted arrows, speed bumps and fat ropes (similar to those used in Mexico). Kathie Evans moved to leave the area as is…no paint/no ropes. Marida seconded the motion. There was another discussion about the fat ropes. Charlie moved to amend Kathie’s motion and try using the fat rope idea as an experiment. John Compton seconded the motion to amend. Vote: 4-2. The vote to accept the amended motion in its entirety was 5-1.

Mayor’s Announcements
- Deer Park Bridge – Mayor Anderson announced that the bridge would be closed for repairs from June 17 – August 30, 2009. This repair is a 50-year fix. There was a discussion about letting detoured traffic use the section of Brown Street between Chestnut and Hickory. This would mean opening the gate a Brown Street and Hickory Road. Everyone in Town should get a letter from Montgomery County about the bridge repairs and what to expect. Mayor Anderson stated that this was a victory for the Town.
- Casey 6 & 7 – Mayor Anderson has joined the Smart Growth Committee that was formed to figure out where the County Service Parks should go. He reported that the Town will have input on this fast-moving project. The current proposal shows the County Equipment & Maintenance Operations Center and the Day-Laborer Center on Casey 7 (near Shady Grove Road and Crabbs Branch Way intersection) and the State Highway Administration’s ICC Maintenance Facility on Casey 6 (near Roberts Oxygen).
New Business
Mayor Anderson reminded the Council about the Organizational Meeting on May 26, 2009 at 7:30 PM.
Kathie Evans asked when the Council would address the question of whether to continue with the LOS lawsuit. Mayor Anderson stated that it will continue to be discussed.
Mayor Anderson acknowledged John Compton’s 12 years of service to the Town and he was thanked with a standing ovation.
David Neumann asked if the Town attorney’s would be attending the Special Town Meeting. He was told they would not.
