Mayor Compton called a regular meeting of the Town Council to order at 7:37 p.m. In attendance were Councilors Darrell Anderson, Charlie Challstrom, Georgette Cole, Marida Hines, and David Stopak. Also present were Treasurer Mary Challstrom and Town residents John Tomlin and Bruce Rothrock. Former resident Richard Salamanca was also present.

Discussion of plans for filming in Washington Grove with Richard Salamanca

Richard Salamanca came to answer questions about his proposed film project. Richard stated that is was not a “Grove history” film and explained that it would stress more about the fact that the Town has managed to preserve itself even with all of the development around it. The filming will take about 2 weeks. The finished product will be approximately one hour consisting of one third with Rick and a roving camera, one third resident interviews, and one third camera shots of the homes. It will be distributed to independent film festivals. Rick hopes to premiere the film to residents at McCathran Hall.

Council Reports

Questions were asked about the following;

Playgrounds

There was a discussion about permits for use of the soccer field in Woodward Park, maintenance of the soccer field, and permit fees.

Maintenance

There was a discussion about maintenance of the field and formulating a plan that closes half at a time for aerating and re-seeding. Darrell Anderson will bring a proposal to the next meeting. Watering trees and obtaining a water meter were also discussed.

Safety

David Stopak reported that a meeting of the Neighborhood Watch block captains occurred on Sunday the 26th where the captains were asked to remind residents of house safety tips and to organize daytime walks.

Maple Lake

David Stopak asked about a lock with bigger numbers. Jim is looking for one. The pond weed is being treated on Tuesday (8/28/07).

Recreation

Marida Hines reported that the people involved with the October art show in McCathran Hall would like to provide contact information on their artwork. A discussion about commercial events in McCathran Hall ensued. It was decided that a form expressing interest could be used but that no prices or price lists could be displayed at the show.

Charlie Challstrom asked to move the Council Reports to the first meeting of the month because of the timing of the Town Bulletin. Discussion… It was decided to change the Bulletin.

Mayor’s Announcements

  • Legacy Open Space Condemnation Update – Mayor Compton reported that there was no news about this issue.
  • Casey 6 & 7 Update – Mayor Compton reported that he had received the storm water management plan that will be submitted to Park and Planning. He also reported that wetlands permits had gone to the engineers for review.
  • Tax Duplication/Park and Recreation Taxes – Mayor Compton reviewed the situation. He stated that Mary Challstrom would provide the County with additional information on expenditures of the Town for parks and recreation.
  • Promoting Civility in Montgomery County – Montgomery County is hopeful that a new idea of promoting civility in public discourse will help with discussions about public matters where people have differences of opinions. They will promote the idea of identifying commonalities rather than differences. Howard County is also trying this.

New Business

Charlie Challstrom brought up a speeding incident recently reported on the Yahoo listserve by Jessica Jones. The speeder was leaving the WGUMC parking lot. Judy Young has offered to help with further notification to parishioners and signs.

The Mayor and Council agreed to change the second October meeting to the 29th.
