Mayor Anderson called the regular meeting of the Town Council to order at 7:35 p.m. In attendance were Councilors Charlie Challstrom, Georgette Cole, John Compton, and Marida Hines. Also present was Town resident Ann Briggs.

Approval of the Agenda

John Compton moved to approve the agenda. Charlie Challstrom seconded the motion. Vote: 4-0.

Council Reports

  • Maintenance: John Compton brought up the removal of the hemlock hedgerow along Chestnut Road at the rear of 102 Grove Avenue. They are apparently infested with woolly adelgid. John reported that a letter had been sent to the property owner to confirm the removal of the hemlocks by Town maintenance.
  • Playgrounds: John Compton reported that he would be resurrecting a playground committee very soon. Georgette reminded John that the shredded tire mulch that the Town was considering may give off toxins. Further research should be done.
  • Maple Lake: There was a brief discussion about the identification of one of the rock throwers from the nearby Newport development. Police were called and they took the young man home. Mayor Anderson will follow up with the parents of the Town youth who brought the rock thrower to the lake. The Town youth claims that he knew nothing about the previous rock throwing incident and agreed to stay away from Maple Lake for the remainder of the season.
  • Roads & Walkways: There was a brief discussion about what time of year seemed best to successfully do the crack sealing job. It was decided that August was the best time.

Mayor’s Announcements

  • LOS Update – Mayor Anderson reported that the Maryland Municipal League is working on a final report in support of the Amicus Brief.
  • Deer Park Bridge – Darrell Anderson, Ann Briggs and Joe Clark met with representatives from the City of Gaithersburg (Ollie Mumpower, Jim Arnaut and Fred Felton). Both municipalities have requested copies of the long awaited engineering reports from Montgomery County. These should be available at the end of August.
  • Casey 6 & 7: Darrell Anderson reported that there was nothing new concerning these two properties; however, at a meeting with M-NCPPC Chairman Royce Hansen the “No Bridge Alternative” including the relocation of Railroad Street to the Cator property, closing the at-grade crossing and connecting Railroad Street to Crabbs Branch Way was presented. Comments are being prepared by the M-NCPPC staff.
  • Action Hauling Agreement: Mayor Anderson reported that he had sent a letter to Mr. Herbert that acknowledged and rejected his offer to buy the property that he currently leases from the Town. There was a discussion about the annexation of the Action Hauling and the Hanagan properties.

New Business

Bud and Carolyn O’Connor came to applaud the Town for the efforts being made to help residents with encroachments on Town property. They asked that the town government not forget about the other places in where encroachments on Town property exist. There was a brief discussion. The O’Connor’s were urged to attend the Public Hearing on September 22, 2008 and/or send in their comments concerning the sale of surplus parcels.
