HPC Acting Chair David Neumann called the meeting to order at 7:30 pm. The others present were HPC members David Stopak, Mimi Styles, and Margot Bohan, and the Town Council Liaison, Sylvie Favret. David Neumann took minutes for the meeting.

Approval of Agenda/Adoption of Minutes

The agenda proposed by Chair Bob Booher was adopted with modifications. Members made a few changes and then approved the minutes of the regular meeting of Dec. 15, 2009. [The reading of the minutes of the regular meeting of October 20, 2009 was postponed until the next regular meeting on Feb. 16, 2010]

Review of Projects

There were no projects to be reviewed.

HPC Rules of Procedure and Building Permit Application Process

The long range project to discuss and revise the Rules of Procedure for the HPC continued. David Stopak moved and Mimi Styles seconded a motion to adopt the proposed sections 5.1 to 5.6 of the Rules of Procedure for the HPC. Vote to adopt was unanimous. Margot Bohan will bring the issues re: revising HPC aspects of the building permit application process to the next meeting of the HPC. That effort will continue in parallel with the rewriting of the HPC Rules of Procedure.

Council Report

Sylvie Favret reported to the HPC on Town Council matters related to the HPC. She reported on the status of the LOS process and the status of the CSX proposals to raise the height of the “humpback” bridge. She explained various proposals for the bridge to the members present.

PC-HPC Working Group

The next meeting of the PC-HPC Working Group has been postponed to Feb. 17, 2010. Members discussed progress of the subgroups of the Working Group. David Stopak asked David Neumann to provide additional material on Overlay Zones that might be of interest to his sub group.

Issues Postponed.

Various HPC issues were postponed. a) Design Guidelines; b) ideas Margot Bohan had found from her reading of building procedures in Phoenix AZ; and c) revisions of the list of contributing structures. These matters will be covered in February or March.

Adjournment

The Historic Preservation Commission meeting was adjourned at 9:25 pm. The next meeting will be held Tuesday, February 16, 2010, starting at 7:30pm.
