HPC members present: Bob Booher, Chair, Chris Kirtz, Ed Mroczka, and David Neumann.

The March 16th meeting of the Historic Preservation Commission began at 7:30 p.m. with the approval of the agenda. The Chair asked Chris Kirtz to take minutes.

Open item from the last meeting:

Design Guidelines. The Commission underlined the importance of continuing work on developing Design Guidelines. Bob Booher and Ed Mroczka — who had met once after the February 17, HPC meeting agreed to meet again to continue work and would report progress at the April 20th HPC meeting.

Posting Reviews: David Neumann agreed to contact Bill Saar to see how the posting of reviews was proceeding. The Commission endorsed the suggested formatting which would allow someone to search by location of property reviewed, name of applicant/occupant, or date of review. Commission members agreed to forward to David all locations for which they had prepared Reviews to they could ensure that all HPC reviews were forward to Mr. Saar for inclusion in the data base.

Oral History: Bob presented a written proposal from Jerry Trescott to develop history of the Appleby [Ryneck] property currently slated for major reconfiguration. The Commission approved a resolution to authorize Mr. Trescott to proceed with work within a specified dollar cap and a comitment to check in when approximately two thirds of the allocated funds were used before proceeding to closure. [Chris Kirtz was asked and agreed to check with Mary Challstrom to ensure sufficient funding was available.]

New Commissioner: The Commissioners again discussed the importance of having a fifth member appointed as soon as possible. The Commissioners reviewed the potential candidates who’d been contacted so far and agreed upon an additional person for Chris Kirtz to contact, check availability and check back.

Public Review Session:

Ed Mroczka agreed to prepare Certificates of Review for a new home for Brenda and Dave Gumula,at 205 Maple Lane, a studio at 102 Center Street for the Kirtz’s, and a revised set of plans for the major renovation Mimi Styles plans for her house at 301 First Avenue all of which the Commission reviewed in detail. The Gumula’s were there during the review of their project. Mrs. Terry Kirtz answered questions regarding the studio and Chris Kirtz recused himself from its review. Ms. Styles was not present for the review of her project. The Commission also looked at plans for a proposed basement submitted by Bruce Rothrock for his residence at 407 Acorn Lane. As the basement had virtually no visual external impact the HPC elected neither to review nor comment upon it and returned it to the Town Clerk with a note to that effect.

Public Work session:

The Commission approved the February minutes with minor agreed upon edits. The Commission again discussed the importance of their archival duties as spelled out in the HPC establishment Ordinance. Ed Mroczka agreed to contact Clare to see if she had any such materials in her possession. Chris Kirtz agreed to contact Missy Yatchup who has been working on the archives to confirm her availability to give the Commissioners a hands on tour of the archives at its April 20th meeting.

Other Business:

The next meeting was scheduled for April 20th, 2004.
