Chairman John McClelland called the meeting to order at 7:37 p.m. In attendance were Commissioners Darrell Anderson, John McClelland, Bud O’Connor and alternate Jim Leng. Also present were Dave Pelkey, Pat Houston, Tom Appleby and Bruce Rothrock.

Approval of Minutes

The minutes for March were approved as corrected.

Ridge Road Subdivision

Pat Houston presented Sediment Control Plans, Forestry Conservation Plans, Subdivision Plats and Forest Stand Delineations for his property at 346 Ridge Road. Mr. Houston said he wants to sell this lot to a builder so the plans represent a “fictitious house on a fictitious lot.” John McClelland said he will have Alan Winter look at the information (because he is more knowledgeable about these kind of plans) and will get back to Mr. Houston as soon as possible.

Johnson Alley

Bruce Rothrock presented information regarding a building permit for his property at 407 Acorn Lane. The plans indicate that the proposed addition would be 1% over the acceptable percentage of lot and therefore the ownership of Johnson’s Alley per Mr. Rothrock’s description of property became relevant. John McClelland explained that he had researched the issue and found that information from different sources was contradictory and found no definitive documents either way. Therefore, Mr. McClelland moved, and Jim Leng seconded, that the permit be approved based on the information presented by Mr. Rothrock.

McCauley Street & Washington Grove Lane

John McClelland initiated a discussion regarding the number of non-residents utilizing the McCauley Street entrance/exit to cut through Town and making illegal turns. The problem is particularly noticeable on Saturdays and Sundays when the church folks are leaving. Options that were discussed included shutting down that opening completely, having a police presence on Saturdays and Sundays or put up a curved, cement barrier that would make it virtually impossible to illegally turn onto or off of 124. Darrell Anderson noted that those living on that side of Town might object to closing the road. The Commissioners agreed that the cement barrier seemed the easiest, most cost efficient and least disruptive option. The idea is being sent to the Town Council for discussion.

Commercial Corner

The permit for Fiberclean was denied based on Town Ordinances. John McClelland presented a permit from Twice As Nice, a consignment shop selling antiques and clothing. The Commissioners felt that although the ordinances do not specifically note the sale of clothing as an acceptable business (antiques are listed as acceptable), that it should be considered. Therefore, Mr. McClelland moved to send the following ordinance change to the Town Council. Add the words and clothing to Section 8.2C so that it reads: Section 8.2C Retail sale of antiques and clothing

Building Permits

Bud O’Connor reported approval of a building permit to build a “Gettysburg Style” home at 213 Ridge Road (lot 2)
