Mayor Pro-Tem Darrell Anderson called a regular meeting of the Town Council to order at 7:30 p.m. In attendance were Councilors Charlie Challstrom, Georgette Cole, Kathie Evans, Marida Hines, and David Stopak. Also present were Treasurer Mary Challstrom, Maintenance Supervisor Jim Fletcher, Town residents Jamie Amagai, Audrey Maskery, Jean Myers, Bruce Rothrock, and John Tomlin and new District 39 Representative Kirill Reznik.

Public Appearances

New District 39 representative Kirill Reznik came to introduce himself to the Mayor and Council. He gave an overview of his credentials and talked about his hopes for the future. There was a brief discussion about the current budget crisis and the possibility of a special session in Annapolis. Mr. Reznik asked that the Town continue their communication with the Delegation and offered various ways in which he could be contacted.
Jamie Amagai (125 W.G. Lane) came to express concerns about the County sidewalk in front of David Willmering’s (117 W.G. Lane) property. Aware that this area may be the recipient of a guard rail or other type of protection for the homes, she asked if the Town would consider moving the walk to afford better protection for pedestrians. Discussion… Ann Briggs and Charlie Challstrom volunteered to bring this up to County representative Art Holmes in conjunction with their work in getting a new bench at the bus stop in that area. Ann and/or Charlie will follow-up with Jaime.

Approval of Minutes

Georgette Cole moved, David Stopak seconded that the Town Council minutes of September 10, 2007 be approved as amended. Vote: 5-0.
David Stopak moved, Georgette Cole seconded that the Town Council minutes of September 24, 2007 be approved as amended. Vote: 4-0. Charlie Challstrom abstained as he did not attend this meeting.

Maintenance Report

Jim Fletcher fielded questions about the maintenance report. Items discussed included, purchasing a water wagon, budget implications of the purchase, fire hose, and the purchase of a “rain train” and hoses for watering the athletic field. The Council gave Jim the authorization to purchase the items mentioned.

Treasurer’s Report

Treasurer Mary Challstrom reported that the Town was on target for this time of year. There was a brief discussion about where the money for the athletic field restoration was coming from. There was no need to transfer funds this month.
Charlie Challstrom moved, David Stopak seconded, that the Treasurer’s report for September be accepted. Vote: 5-0.

Woodward Park Permitting Policy for Athletic Field

Kathie Evans volunteered to organize a committee to re-visit the current policy. The committee will be a mix of people from both sides of the issue and, hopefully, no larger than six members. The commitment will be short-term.

Proposal for Lifting Current Turning Restrictions at McCauley Street and Washington Grove Lane During Specified Times

Kathie Evans asked why? A discussion ensued concerning the original purpose, current signage, how to do this, and why or if this should be done at all. Charlie Challstrom suggested that a traffic order for this purpose be completed and then schedule a public meeting. A Public Comment Session was scheduled for November 12, 2007.

Proofing Ordinances

Because of the confusion with paperwork that exists during the working stages of an ordinance revision, it was decided that two (2) Council members would volunteer to proof each new ordinance as it comes to its final form.

Mayor’s Announcements

Mayor Pro-Tem Darrell Anderson reported that Park & Planning will attend a Bi-County Legislation Session on November 8, 2007. Town Attorney Bil Chen will be attending.

New Business

Charlie Challstrom asked members to view the clean-up at Hannagan’s Auto Repair shop near Railroad Street Park. Charlie also reported that surveyor Joe Snider should deliver the Block 10 survey this week.
