Chairman McClelland called the meeting to order at 7:35 p.m. In attendance were Commissioners Charlie Challstrom, Bob Evans, Bud O’Connor and alternate Joe Clark. Also in attendance was Town resident Gary Temple.

Approval of Minutes

The minutes for September were approved.

Building Permits

The following building permits were reviewed by the Planning Commission (PC):

  • 114 Ridge Road – Shed was conditionally approved unanimously per Article VII Section 9 pending review by HPC.
  • 106 Ridge Road – Addition and front porch approved unanimously per Article VII, Sections 9 & 3.329.

Bud O’Connor Retirement

Commissioner Bud O’Connor announced his retirement from the Planning Commission after many years of volunteer service. Chairman McClelland and fellow commissioners expressed their gratitude for his many years of hard work for the Town and their hope that he would be able to return to the commission in the future when professional commitments were less pressing.

Compliance Officer

Chairman McClelland noted that the contract for the Town Compliance Officer had expired before any work was performed for the Town. The commissioners discussed the implications of using the Officer prior to establishing PC and TC procedures. Concerns were expressed that inconsistencies in utilization as well as action/inaction taken on code and ordinance violations could result in resident/legal disputes with the Town. Once procedures are established a request for signing the compliance officer to a new contract will be made.

RR1 and RR2 Zoning Inconsistencies

The commissioners revisited the issue of Town zoning inconsistencies for RR1 and RR2 properties based on lot sizes. The commissioners noted that the Revised Master Plan Section 1 mentions equalizing building coverage percentages based on lot size. Plans were made to do more research on why certain areas’ zoning was changed in years past, but other areas were not. Questions were also raised on how costly map amendments would be to change zoning and whether that cost should be passed on to residents or shouldered by the Town.

Report from Town Council

ICC development plans were reviewed by the PC with input from Commissioner Challstrom regarding the stated impact to the Town for each plan visually and the projected noise level.
