Mayor Cole called the Budget Work Session to order at 7:34 p.m. In attendance were Councilors Joe Clark, Audrey Maskery, Joli McCathran, Bill Robertson, Greg Silber and David Young. Also present were Treasurer Mary Challstrom, Planning Commission Chairman Charlie Challstrom, Maintenance Supervisor Steve Werts and residents Ann Briggs, Carolyn Rapkievian and Bruce Rothrock.

Approval of Agenda

Bill Robertson moved, Audrey Maskery seconded that the agenda be approved. Mayor Cole stated the she would like to add PEPCO shields under New Business. Vote: 6-0.

Acceptance of McCathran Hall repairs bid

Bill Robertson wrote the bid amount on the white board as dictated by Mayor Cole. The two (2) estimates for new roofing on the non-octagon part of the building were also opened. The information is as follows;

McCathran Hall repairs:

  • C.R. Bennett Construction Co. $64,728.00 + $600.00 per man day for work outside the scope + 20% material mark-up charge for work outside the scope.
  • Oak Grove Restoration Co. $54,700.00 + $590.00 per man day for work outside the scope + 14% material mark-up charge for work outside the scope.

New roofing on the non-octagon area:

  • Thomas C. Johnson, Inc. $8,550.00
  • Kellyco Contracting, Inc. $8,870.00

A discussion about work outside the scope (rotten plywood) and types of shingles ensued.

Audrey Maskery moved, Greg Silber seconded that the bid from Oak Grove Restoration for repairs to McCathran Hall be accepted. Vote: 6-0.

Joe Clark moved, Joli McCathran seconded that the estimate from Thomas C. Johnson for new roofing on the non-octagon areas be accepted. Vote: 6-0.

The Clerk will contact all parties involved about these actions. Maintenance Supervisor Steve Werts recommended that the Town engage Engineer David Wallace for a few visits during the repairs to the octagon.

Budget Work Session

The Mayor and Council compared the 2012 & 2013 Constant Yield Tax Rate Certification. A discussion about assessments, a State error in calculating the constant yield tax rate, adjustments, a decrease in the rate from $0.317 to $0.285/$100.00 assessed valuation, State Highway User Revenues, the gas tax increase, County revenue sharing, maintenance costs for the Town clay tennis courts, and drainage problems in the West Woods ensued. Treasurer Mary Challstrom reported that the results of the State audit of income tax revenue for 2010 and 2011 brought in a total of $38K to the Town. As a result of the clay court discussion, a sub-committee was formed to do more research about paving vs. clay and other issues with the clay courts. Mary Challstrom stated that the Town is fiscally in good shape.

Mayor Cole brought up the subject of streetlight shields. Newly gathered information from PEPCO states that they do not provide shields for streetlights nor would they allow the Town to do it. The poles, fixtures and bulbs are the property of PEPCO and they make the policies. She presented a letter of explanation that she would like to send out to the residents who requested shielding many months ago. The Council approved of the action. The Clerk will send out the letters by April 5, 2013.
