Town Council Notes

December Town Council actions included:

Adoption of Resolution 2002-05; Property Owner’s Consent to Annexation.
Introduction of Resolution 2002-06; Resolution for Annexation of Railroad Park.
Introduction of Ordinance 2002-07; Establishing Zoning for Railroad Park.
Renewal of the Town Forester’s Contract.
Acceptance of Audit Report for year ending 6/30/02.

Casey Field Update.

The current Oxbridge Development Plan will be reviewed by the M-NCPPC Wetlands Committee at their January meeting.

Shady Grove Sector Master Plan Update.

The December 11th meeting was postponed, due to ice, and rescheduled for December 17, 2002.

NOTICE OF PUBLIC HEARING PROPOSED ANNEXATION

The Washington Grove Town Council will conduct a public hearing on Monday, February 10, 2003, at 7:30 p.m., in McCathran Hall.

The purpose of the hearing will be to take public comment regarding Annexation Resolution 2002-06, proposing annexation of Railroad Park, a 2,295 square foot (more or less) parcel fronting on Railroad St. and adjoining the Town-owned remainder of the former B&O Railroad parcel, the same property as described in Liber 12385, Folio 465 among the Land Records for Montgomery County, Maryland. The Town is the sole owner of the property and has expressed its consent to annexation in Resolution No. 2002-05 adopted on December 9, 2002. The proposed annexation would include Ordinance No. 2002-07 classifying the property in the Town’s FR Zone (Forest and Recreational).

Planning Commission News

Next meeting: January 7, 7:30 p.m. Council Room.
The public is invited to attend. The Planning Commission and the Town Council attended a special work session earlier this month where considerable progress was made on both the Town Master Plan & Ordinance revisions.

Building Permits:

If you are going to erect a building or structure (including fences), make structural alterations to, or move any existing building or other structure, you must first obtain a building permit from the Washington Grove Planning Commission. The Town zoning ordinance governs setbacks, lot coverage and height. Applications are available at the Town Office at 301-926-2256. The permit fee is $10.00, payable to the Town of Washington Grove. Interior renovations, which involve electrical, plumbing, or load-bearing changes, generally require a County permit. The Town must first sign off all applications for County-required building permits. The Historic Preservation Commission will review most permits as well.

Board of Zoning Appeals Grants Variance

The Board of Zoning Appeals for the Town of Washington Grove met on Saturday, December 14 at 10:00 a.m.. A variance was granted to the residents at 5 & 7 Daylily Lane for 6’6″ fences that will boarder their properties and the Towne Crest Apartments property.

Summer In The Parks Schedule Is Set!

Although our recent snowy weather doesn’t make us feel like summer, those folks who work so hard on this program are always thinking ahead. The schedule for Summer in the Parks is 4 full weeks, running from July 7, 2003 – August 1, 2003 with the camp out on the 1st.

General Information.

Snow Responsibilities. Please remember that shoveling the sidewalk on Washington Grove Lane is the responsibility of the residents along that road.

Town Clerk Talks Trash

On November 26th, Waste Management reported that too many recyclable materials are being put out for regular trash pick up. Please read the enclosed recycling flyer to refresh you memories about the “in’s and out’s” of recycling. As part of the 75% Montgomery County recycling goal, fines could be imposed on Waste Management. If that happens, they will not take trash that contains recyclable materials.
Regular trash service will occur on both Christmas Eve and New Years Eve (Tuesdays) as scheduled.
Commingled recycling will occur on December 26th & January 2nd (Thursdays) instead of the regular Wednesday pick up. THIS IS FOR THE HOLIDAY WEEKS ONLY! We will be back to our regular Wednesday schedule on January 8, 2003. Please remember that all boxes must be broken down and can be no larger that 3′ x 3′. If you have more that one box be sure to bundle them with string.

Leaves & Yard Waste

As per our contract, yard waste recycling pick up on Wednesdays is suspended until the beginning of March. If you have yard waste for the Town pick up on Fridays, please place your piles “curbside” so that they can easily be seen and reached.
Now that the snow has melted, the “suck ’em up trucks” have returned. Vacuuming of bulk leaves will continue, barring bad weather, until January 1st.
