Volunteer Committees
The Town’s volunteer committees are not “public bodies” as defined in Maryland General Provisions Code § 3-101 and are therefore not subject to the Maryland Open Meetings Act (see also page two of “Open Meetings FAQs – A Quick Guide to Maryland’s Open Meetings Act” (PDF)).
However, the committees should, per Resolution 2024-02 (PDF), conduct their operations and activities in a transparent and inclusive manner, to further the health and welfare of the Town, and to encourage volunteerism and participation by Town residents.
At the January 2025 Town Council meeting, Mayor Compton proposed, and the Council agreed, that the procedure for recognizing a new standing volunteer committee is that a resident group may ask for recognition by the Council after organizing according to the Council Guidelines in Resolution 2024-02 (PDF) and adopting appropriate bylaws or guidelines. Council recognition makes the new committee eligible for:
- proposing expenditure of funds,
- executing Council or Mayor approved projects, and
- being granted permission to act in the Town’s name.
