Approval of Agenda! Adoption of Minutes

The proposed agenda was reviewed, modified and adopted by the members. Discussion on changes to the list of contributing structures and the Cator property were postponed. MHT endangered structures was mentioned for new business, but postponed.

Minutes for July 20, 2010 written by Bob Booher were approved. He will send them on to the Town Web Master and the Town Clerk.

Minutes for May 18, 2010 written by David Stopak were approved subject to minor editorial changes. Brief minutes for the regular meeting on June 15, 2010 will be put together by David Stopak. He will send the two sets of minutes with his signature to the Town Office and the Town Web Master. David Neumann volunteered to assist, if needed.

Project Review

No projects had been submitted for review.

HPC Rules of Procedure

The meeting was largely devoted to discussing the Rules of Procedure for the HPC. Changes were made to Sections 1, 2, 3, and 4 in Draft 19. David Neumann will edit the material we reviewed and send out to members the revisions as Draft No. 20. We agreed to complete review of Section 5 at our September meeting.

Design Guidelines

Margot Bohan has reviewed the HPC Design Guidelines of March 15, 2005. She will send members her ideas and suggestions so that we can discuss the Design Guidelines at our September meeting. (Note: we discussed changes (specifically rooflines for structures on sloping lots) to the Design Guidelines ca. May 19, 2009)

Application for Building Permit

Margot Bohan has reviewed the currently used building permit application forms as well as the process. She has sent members her suggestions. We will discuss these at our September meting.

Exterior Facades and Windows

Ann Briggs sent Bob Booher an email asking whether the HPC would review the replacement of exterior windows in her residence. This question as well as the question of whether the HPC reviews changes to the façade of a structure in the Historic District were discussed. Current ordinances do not support reviews by the HPC of projects that are not reviewed by the Town Planning Commission. Bob Booher agreed to reply to the Briggs’s question.

Coordination with Heritage Montgomery

Peggy Erickson, the Executive Director of the Heritage Tourism Alliance of Montgomery County (Heritage Montgomery) contacted Margot Bohan. Peggy Erickson suggested that the Town coordinate a walking tour of the Town with her organization. Heritage Montgomery was established in 2003 to raise the profile of Montgomery County’s rich history with residents and visitors alike. One of its missions is to showcase and support the county’s historical and cultural areas and encourage visitors to the sites. Its signature program, Heritage Days Weekend, is held every June and is a free event showcasing over 40 sites throughout the county. Thus, a walking tour in Town coordinated with her group in June could be discussed. Years ago the Town did have an annual walking tour coordinated by the Town’s Woman’s Club. We will discuss this more at our next meeting in September.

Grants

It was brought up at the meeting that the Mayor had suggested that we continue efforts to secure preservation grants and look at the idea of suggesting structures in Town for the State’s Endangered List of historic structures.

PC/HPC work session on Mansionization

The members discussed subgroup preparation for the upcoming work session on mansionization on August 24, 2010. We discussed progress of the two sub groups – the Trigger Group and the FAR and Max SF Group.

The next meeting will be Tuesday, September 21, 2010 at 7:30pm in the McCathran Hall meeting room.
