HPC members present: Bob Booher, Chair, Mimi Styles, Ed Mroczka, and David Neumann. The meeting was called to order by the Chair at 7:30 p.m. The agenda proposed by the Chairman was adopted after a few changes by members. David Neumann agreed to take minutes for the meeting. The draft minutes of the regular meeting of December 2006 were approved subject to changes requested by members.
Reviews
No building permit, subdivision, or other applications were considered.
Town Council Report
There was no report given as the Council liaison was not in attendance. The tabling of the Cluster Zoning Ordinances was discussed. The Town ordinance related to the connection of accessory buildings to structures and that the connection has to be conditioned space was also discussed. This matter will be discussed at a public meeting. Progress in the hiring of a Town code enforcement officer by the Mayor was mentioned.
Other Business
Chair reported that the appointment of a new member to the HPC by the Mayor is in progress.
The posting of the house histories on the Town Web site was discussed. The following was proposed to try out and automate the process: a) Allow residents/owners to publish added information on their houses to the Web; b) automatically, if possible, send to HPC member (Mimi Styles). c) she reviews, possibly edits material; d) resends it for publication to the Web Site Administrator, WSA. e) WSA determines how to link the new material into existing house histories on Town Web site. Mimi Styles agreed to place a notice of this test process in the Town Bulletin.
It was also decided to see if we can find the tennis related photos that Ann Briggs posted on the Town Web site and send them to the WSA to be published. Also it was decided to ask the WSA if he had the old Washington Grove postcard photos.
Members decided to meet at 8 pm on Jan 28th or 30th to finish the job of collating the photos of the contributing structures and putting the photos into albums for preservation in the Town Archives.
We decided to wait until a new member of the HPC was appointed to discuss the commemorative plaques.
Members decided that they would read and study the Draft material for the revised Town Master Plan, especially Section 8, and would be ready to discuss it at our meeting on Feb. 20.
Bob Booher reviewed his efforts to get the ACHP involved in the question of “no impact on the Town.” The FHWA has said that there will be “no impact on the Town” due to noise from the ICC. Bob explained that a major issue here is the noise effect due to I-370 on the Town. He is planning to write to Dr. Royce Hanson of the MNCPPC to point out the lack of coordination between the state and local agencies regarding the ICC and the second order effect from step increase in use of I-370. He also will explain our concerns regarding the ambiguity in the “zero noise level” is that is being used by the state to determine that there is no impact.
The next meeting will be on Tuesday February 20, 2007 at 7:30 pm.
