HPC members present: Chris Kirtz, Bruce Rothrock and David Neumann. David Stopak attended as Town Council liaison. Bob Booher chaired the meeting and volunteered to take the minutes.
The May 17th meeting of the Historic Preservation Commission began at 7:30 p.m. The agenda was approved, as well as the minutes of the April meeting.
Review Session
Drawings for a wrap around porch for 111 Maple Ave were presented for Preliminary Written Review by Bob Booher, who recused himself from comment. No application has yet been filed with the Planning Commission. When an application is filed, the written review will be attached, as well as a copy of the drawings reviewed. This will be examined for consistency with the drawings submitted for permit, and if substantially similar or exhibiting results of comments made in the review, it will not need to be reviewed again by the HPC. If not, it will be reviewed again. This was the first Preliminary Written Review requested of the Commission. David Neumann agreed to write the review.
Work Session
Record House Photos: Chris Kirtz reviewed the progress made on obtaining copies of the record photos made of the contributing structures.
FAR Subcommittee: A draft questionnaire was discussed, modified and approved for presentation to the PC and Council. The intent was to have it ready for distribution at the Annual Town Meeting and generate interest in the issues.
ICC Involvement: Bob Booher presented copies of the letter sent to the State Highway Administration regarding auditory and visual impacts of the proposed ICC on the character of the Town. The SHA is required to include the Town as a Consulting Party in the 106 Review Process that regulates expenditure of Federal funds on project affecting Historic Resources.
Historic Preservation Award: The award was to be presented at the Annual Town Meeting. Various forms of award were discussed including a possible cash award. David Stopak was to review the ideas with the Town Council. Chris Kirtz was to investigate plaques and certificates.
Facades and Decks: defining the review parameters for decks and facades was postponed until the next meeting.
Next Meeting: The next meeting was scheduled for June 21, 2005.
