Members Bob Booher, David Stopak, Mimi Styles, Council Liaison Joli McCathran, and Gail Littlefield. The meeting began at 7:35 pm at the Town Council chambers.
Approval of Agenda and Adoption of Minutes.
The proposed agenda was adopted unanimously as revised. Approval of Oct 16 minutes was postponed.
Projects.
None submitted for review.
Report by Council liaison
Joli reported that there was a Gazette article about the announcement of the Town’s nomination for the Preservation Maryland Most Endangered list. ABC News 7 also contacted Joli for additional information.
Joli also updated the HPC on the maintenance plan for the LOS field, presented to the Council by Brenda Sandberg of Mont Co Parks. The Town committee will review the PPT of the plan and meet on whether to accept it.
Joli also updated the HPC on Jim Snyder’s garage project proposal.
Town Bulletin.
Mimi will write about the improved availability of HPC project review documents and procedures on the Town web site. (Adding the HPC Guidelines would be helpful.) Thanks, Bill Saar! Mimi will also feature a humorous document found in the Town archives regarding a 1944 Biscuit Party.
Bridge.
Bob reported on progress in planning with CSX on mitigation for the bridge project. The Town lawyer will present a simplified Town proposal to a meeting with CSX on Dec 6th.
PC Liaison.
Mimi reported on the Nov 7th PC meeting. Brenda Gumula presided in Charlie Charlstrom’s absence. The PC considered the 123 Wash Grove Lane parking issue and decided to allow a one lane wide drive through the WG right of way. HPC members questioned whether the total number and character of personal and commercial vehicles parked at the home was in compliance with Town ordinances.
The PC also approved the Shank family proposal for a garage/storage building. The HPC discussed improving transmission of HPC review comments to permit applicants, e. g., electronically. The PC discussed how to obtain the required level of detail in permit
applications.
Georgette asked the PC to consider more stringent regulation of deck construction. . Also discussed were various forms of occupation/use of Town property by residents.
Gail will attend on Dec 5.
Guidelines.
Discussion was postponed.
New Business.
The HPC discussed a response to a letter received from John Tomlin.
Joli updated the HPC on the oral history project being carried forward by Judy Mroczka and Ken McCathran. This will be added to the January agenda.
Next meeting is Dec 18.
