Commissioner Allen Winter called the meeting to order at 7:35 p.m. Present: Commissioners Vicki Andrews, Peggy Odick and Irene Carrato. Absent: Commissioners Jim Leng, John McClelland and Bob Evans. Also present: Bob Ellis and Jack Kontgias (Bailey Thompson LLC) and Town residents Amy Gussack and Kermit Moyer.

A quorum was present. Peggy Odick moved that Allen Winter act as Chairman for this meeting; the motion was seconded by Vicki Andrews and unanimously passed.

Acting Chairman Allen Winter presented the Agenda for this meeting.

Discussion of the WSSC Parcel Development

The Development Checklist for Parcel 360 was given to those present. This checklist was prepared by the Town’s attorney, William Roberts, regarding the forest conservation plan, the subdivision application (for the plat), the approval of the plat of subdivision and the issuance of building permits. Allen Winter said that the Town needs to be in agreement that each tree or plant does not need to be dedicated. After the subdivision plat is recorded, specific landscaping can be discussed. There are no trees currently on the subdivision parcel. Next week there will be another meeting (July 18) which will include further discussion of landscaping, covenants and other recommendations.

Vicki Andrews asked if street lighting was an issue – there is only one street light in the area of the parcel now.

The location of everything on the parcel (homes, shrubbery, bushes, driveways, utility poles, etc.) will be determined before any building permit is issued. The record plat needs to be approved before settlement with WSSC. The corners of each parcel will be staked.

Irene Carrato said that the driveways could be narrowed and suggested that the driveways be located as far from the intersection as possible so that the lights are not shining into one of the existing houses. Allen Winter said the Town should check into the language regarding driveways and their width.

It was noted that the Town does not have an official building inspector.

Regarding item no. 10 on the Agenda (Discussion of Eight Foot Open Porch Setback Incursion), Allen Winter said that John McClelland or Jim Leng would discuss this at a future meeting.

There are still questions regarding speedhumps. The Town Council will discuss the location of the speedhumps at a future meeting. Allen Winter will report any new information to the Planning Commission. Vicki Andrews said that Don Gallagher had sent letters regarding the speedhump issue (and possible removal) on Washington Grove Lane with enforcement of ¾ ton truck limits. If someone notices a truck that is not obeying the ordinance, a description of the truck and license plate information should be noted (if possible) and submitted to Don. Everyone on Washington Grove Lane should have received a copy of this letter.

According to the plat shown at the meeting, the parcel is located in the Town of Washington Grove and the Ninth Election District. Bob Ellis will check into this for the Town. The correct location should be Gaithersburg, Maryland and the Ninth Election District. He will also check into the correct filing fees for recording the plat.

It was moved by Peggy Odick and seconded by Irene Carrato that the minutes from the meeting of the Planning Commission held on June 6, 2000 be approved. The motion was unanimously passed.

There were no public appearances and no permit reports.

Allen Winter reminded everyone that the annexation of Washington Grove Hills will take effect on July 20, 2000.

The next meeting of the Planning Commission will be held on July 18, 2000, at 7:30 p.m.

Peggy Odick moved to adjourn the meeting; the motion was seconded by Vicki Andrews and unanimously passed.
