Chairman McClelland called the meeting to order at 7:35 p.m. In attendance were Commissioners Darrell Anderson, Bob Evans, Bud O’Connor and alternate Joe Clark. Also in attendance were Town residents John Bassler and Charlie Challstrom.
Approval of Minutes
The minutes for March and April were approved.
Building Permits
The following building permits were reviewed by the Planning Commission (PC):
- 333 McCauley – Second story addition and porch approved per Article 7, Section 9 and Section 3.329.
- 117 Grove Avenue – Shed approved unanimously per Article 9.
- 415 Center Street – No permit required for pergola per Article 4, Section 5.
Commercial Corner
Chuck Corcoran presented his request for a business license for the Commercial Corner for Pop’s Tattoo. He stated that he already has one tattoo business in Prince Georges County called Electric Blue Tattoo. The shop would be open Monday through Saturday from 9am to 9pm and would employ no more than 3 people. Mr. Corcoran estimates that there would be no more than 10-12 people that would come to the shop per day. The commissioners discussed whether the Town ordinances would allow a tattoo parlor to be placed in the category with beauty salons as the county and state does. The commissioners recognized that the business would probably be controversial to Town residents and that tattoo parlors have a negative reputation. One commissioner suggested that if the business was allowed, the sign not say “tattoo.” Mr. Corcoran was agreeable to that idea. Chairman McClelland stated that more research was needed into how other jurisdictions define this business and that he would like to talk with his landlord and neighboring businesses in Prince Georges County. He accepted the application and informed the applicant that he would be in contact with him.
Master Plan Revision
Commissioner Anderson presented a review of Section 6-Environmental Concerns and Section 7-Commercial Corner. The Commissioners agreed to provide Commissioner Anderson with the updated reviews of their sections within the next week so that he can update the Master Plan document and get it back to the commissioners a week before the next PC meeting.
Annual Town Meeting PC Past Highlights and Future Goals
Chairman McClelland outlined his plans for comments at the Town Meeting and asked for suggestions from the commissioners. Topics under consideration are: Cator Property annexation, permit time limits, definition of accessory building, Commercial Corner usage, enforcement officer, Master Plan review and block surveys.
Report from Town Council
Commissioner Anderson reported that an offer had been sent to the applicant for Code Enforcement Officer position but no reply has been received as yet. Commissioner Anderson presented the completed block surveys for blocks 11, 12, 14 and 17 for the PC’s approval. A motion was passed to approve the completed surveys.
