Chairman John McClelland called the meeting to order at 7:33 p.m. In attendance were Commissioners Darrell Anderson, Vicki Andrews, John McClelland and Bud O’Connor. Allen Winter was also present.
Approval of Minutes
The minutes for September were approved as corrected.
Master Plan Review
Vicki Andrews moved, John McClelland seconded a motion that Allen Winter introduced (attached) addressing issues of development on the Casey property for consideration in the Master Plan Review the Town will undergo in the coming year. John McClelland stated that he feels the motion meets John Compton’s requirements for the Master Plan and recommends moving through the Plan section by section making the necessary revisions without changing the stated goals. Vicki Andrews added that the survey should be updated also. An initial work session was scheduled for October 25.
Town Survey
Vicki Andrews reported on the Town Survey Meeting held on September 27, 2001 in which Snider and Associates agreed to prepare a proposal to survey Town block 17 with an option for estimates on parts of blocks 12 and 14 in order to find the necessary monuments. Snider and Associates will do no title work. John McClelland reported that Town attorney Bill Roberts agreed that property lines should be established PRIOR to the start of the survey and that existing property lines should not be moved based on survey results. At the survey meeting, Don McCathran suggested that the town submit the Town forest preserves to the State of Maryland’s Forest Mitigation Program in order to secure their future in perpetuity. The Commission agreed that they are not in favor of submitting the Town’s preserves to the state program, however, they would like to take steps to protect the woods by establishing monuments on the forest preserve corners.
Building Permit Report
John McClelland reported that a permit for an addition had been granted for the Pacchione residence at 128 Chesnut Avenue. A permit was approved for the building of two homes on Ridge Road on the old DeIuliis property. A renovation permit was granted for the Neumann property at 4th Avenue. An addition permit for the Neumann property at 4th Avenue was denied.
