John McClelland called the meeting to order at 7:34 p.m. In attendance were Commissioners Peggy Ebner, Bob Evans, John McClelland, Darrell Anderson and alternate Jim Leng.

Approval of Minutes

The minutes for September were approved as corrected.

Maple Avenue Subdivision

John McClelland reported that the Gumula subdivision at 205 and 207 Maple Avenue has been approved.

413 Washington Grove Lane

It has come to the attention of the Planning Commission that Dr. York, the owner of 413 Washington Grove Lane, intends to move his private psychiatric practice into this house. Ordinances state, among other things, that in order for a business to be run out of a private home in Washington Grove, the owner must reside in that home. Dr. York’s primary residence is believed to be in Virginia. After a discussion of the wording in the ordinances regarding primary or secondary residences, it was decided to refer the issue to the Town attorney for recommendations.

Railroad Park

A motion by John McClelland recommends to the Town Council that Action Hauling be charged the current market rate of $8 per square foot per month for the Railroad Park area that they are currently using. The motion passed unanimously.

104 Maple Road

The Planning Commission has continuing concerns regarding the illegal use of Cherry Avenue by the residents at 104 Maple Road despite notification by the Town. The Planning Commission urges the Town Council to take appropriate action immediately and will communicate with the Mayor regarding this issue.

Building Permits

The following permits were approved:

  • 303 Chestnut » ramp for Church
  • 112 Ridge » addition and porch
  • 12 Circle » addition
