The meeting was called to order at 7:50 p.m. In attendance were Commissioners Vicki Andrews, Darrell Anderson, Bud O’Connor, Bob Evans, Bill Miller and John McClelland. Also present were Mayor John Compton, Allen Winter, and David Neumann.
Approval of Minutes
The minutes for May, July and August were approved as corrected. There was no quorum present for the June meeting.
Town Council Report
Copies of the "Town Elected and Appointed Officials" and "Town Roster" were distributed for review (as to any corrections and/or additions).
The Cator Property
Mayor Compton discussed the issues concerning the Cator property. He has spoken with the owner of the property (Shirl Harrison) and John McClelland has spoken with her attorney. It was suggested that a packet of information be given to the owner to help with their focus on the issues at hand. This packet should also include information about the procedures for annexation into the Town of Washington Grove. A copy of the Public Improvement Agreement, the suggestion for an appraisal for the "best use study," and a cover letter from Mayor Compton would also be included.
Casey Fields
There is concern about the situation regarding the field bordering Ridge Road: what impact development on this property would have on the Town and its borders. Mayor Compton suggested that the Planning Commission express in writing the basic concepts of what they wish to include in the Master Plan regarding Casey Field and Ridge Road. This would be passed to the Town Council for review and a revision to the Master Plan. Mayor Compton also suggested that the Town should designate Ridge Road as a "town rural country road"; Bill Miller said the Town should look at all of their other roads as well for possible designation.
John McClelland said that the Town’s views as expressed in the charette should be incorporated into the Master Plan for presentation at the October Town Council Meeting. Allen Winter said he would assist John with this project.
Proposed New Town Survey/Platting
David Neumann discussed two documents regarding the Town and presented a petition. It was suggested that there should be a gradual replatting of the entire Town, block by block, to install new markers or monuments.
John McClelland asked about the cost of such a survey. The estimate given was approximately $5,000 to $10,000 to survey one block.
Vicki Andrews said there have been several problems in the past when the Town has tried to obtain an updated survey.
It was suggested by John McClelland that the Town should contact Bill Roberts regarding the issues of resolution; the boundaries found on the "old" 1898 survey and the "newer" 1970 survey are not in agreement.
David Neumann said that the Town has already accepted the present boundary markers; he has measured from some of the present markers himself and there are discrepancies. He also has a listing of surveyors that the Town could use. He also advised money has already been allocated from the Town Council that is to be used for this purpose.
Vicki Andrews suggested that individual surveys be collected from town residents. She also provided a current listing of the buildable lots in the Town, both publicly owned and privately owned.
Pipe stem lots and the ordinance applications were discussed.
