The Washington Grove Annual Town Meeting to be held electronically on Saturday May 9th at 8:00 p.m.
You won’t want to miss this the 2020 Annual Town Meeting! For the first time we will conduct the Annual Town Meeting entirely electronically, and hopefully make it an “interesting experience” for all! As usual, the Agenda will include required Town business of approving the annual Budget and tax rate, the State of the Town report from the Mayor (abbreviated, we can hope…), and the results of the Town Election. We will also make an award or two, in some form recognize our hard-working employees, the Grove’s appointed and elected officials, and the numerous volunteers among you who help keep the town functioning.
Special Rules of Order (supplementing Robert’s Rules of Order) will be used to conduct the meeting, to recognize those wishing to be heard, and to establish the presence of the required quorum of 50 qualified town voters.
How to attend the Town Meeting: The 2020 Annual Town Meeting will be convened electronically by Zoom videoconferencing via the internet, or by dial-in, similar to meetings conducted in Town for over a month.

Town Election
We are conducting the annual municipal election via our absentee and emergency ballot provisions, which allow ballots to be obtained up until what would be the opening of polls at 4:00 on May 9. You need only complete and drop off at the Town Office an Emergency Absentee Ballot Application attached to this Bulletin, and we will endeavor to get you a ballot with a minimum of close physical contact for all involved. Town Treasurer Position
The Town of Washington Grove seeks a qualified individual to fill the position of Town Treasurer beginning Spring-Summer 2021. The Treasurer has broad responsibilities, functioning as financial officer, bookkeeper, purchasing agent and in other capacities to insure smooth operation of Town government. The Treasurer provides essential continuity and guidance to help elected officials and other volunteers be effective in serving the Town. The position requires independence, organizational skills, and the capacity to effectively communicate and work with diverse individuals.
This part-time position (approx. 10 hours per week) does not include benefits. Work hours are flexible. Applicants must be able to provide their own workspace and computer/printer. Stormwater Issues? Report Before Acting!
BEFORE taking any action, you should bring concerns about standing water and stormwater runoff on Town property to the attention of the Town. Yes, heavy rains have increased the impact of surface water damage around Town. However, except under circumstances immediately affecting their own property, please do not undertake any action before reporting an issue. Well-meaning efforts may solve a problem, but they have created new problems elsewhere – including on your neighbor’s property!
Instead, please contact and discuss with either: the Town Office (301-926-2256), Maintenance Supervisor Steve Werts (301-926-1668) and/or Robert Johnson, Chairman of the Stormwater Management Committee ([email protected]).
Brush and Debris Disposal Container for Resident Use
Residents should be aware that they are not allowed to leave yard debris on Town property, even under current circumstances! However, the Shady Grove transfer station drop-off is closed to individuals, being apparently classified as non-essential activity! This poses a problem for residents needing to dispose of yard debris that is in excess of yard waste sized for pick-up by Potomac Disposal.
Early next week a container will be placed near the Maintenance Shed for residents to deposit yard debris. ONLY YARD DEBRIS IS TO BE PLACED IN THIS CONTAINER. No trash and no non-organic material whatsoever.

Building Permit Submission Deadline
The deadline to submit a building permit application for approval by the Planning Commission and review by the Historic Preservation Commission is the 2nd Wednesday of the month prior to the PC meeting at which the permit will be reviewed (this will be in the following month). This timing ensures the HPC will be able to complete a formal review before the PC meeting as this review is required for the PC to approve the permit in a timely fashion. If you are considering any renovation or building project at your house, be sure to get a copy of the procedures to apply for a Town Building Permit which will help you through the Town’s process.

Public Ways and Property (PW&P) Permits
The Planning Commission has revised PW&P permit instructions to reflect updates to the Code of Ordinances enacted by the Town Council. The PW&P permit pdf is required for any excavating or other work in public ways or on Town property. This now includes new or altered driveway aprons which use town property to connect to the pavement. The PW&P permit is also required for small wireless telecommunications facilities, and a new Article XVIII in the Code of Ordinances was established with the permit process and criteria for these facilities.

2020 Updated and Expanded WG Historic District nomination available on Town website
The Historic Preservation Commission is pleased to announce that the final version of the 2020 Updated and Expanded Washington Grove Historic District nomination has now been posted to the Town website under Government/Historic Preservation Commission:
With assistance from the HPC, this document was recently completed by the consulting firm of Robinson & Associates. It replaces the original 1980 Historic District nomination and contains many new resources, including our parks, forest preserves, and elements of our unique street layout and infrastructure. This new nomination has been enthusiastically approved and endorsed by the staff of the Maryland Historical Trust, who have forwarded it to the National Register of Historic Places for final approval.
We think that readers will enjoy the historic maps and photographs as well as the comprehensive and thoroughly researched history of the town, beginning with its founding in 1873 and extending to the present time. To help guide your reading of this very detailed document, we have posted a separate table of contents. The nomination is also searchable.
This fall, the nomination’s co-authors, Daria Gasparini and Michael Mitchell, will make a presentation to the Town thus providing everyone with an opportunity to meet them and ask questions in person. Until then, please do not hesitate to let HPC members know if you have any comments or questions.

Woods Committee News…
The May Woods Committee (WC) meeting will be held online on Monday, May 4, 2020 at 7:30 PM as part of the Town’s response to protect ourselves and our community from the COVID-19 pandemic. Our meetings are held on the first Monday of each month and will be REMOTE ACCESS ONLY.

The WC would like to thank town volunteers, Mary Woodfield, Missy Yachup, Virginia Quesada, Dan Tutus, and Joan Mahaffey, who have been individually helping with the West Woods spring clean-up since our Spring Workday group event had to be cancelled. Regretfully, our educational “Walk in the Woods” with Agnes Kedmenecz (U Maryland Extension, Woodland Stewards Educator) on Saturday, May 30th is postponed until further notice.
The WC planted 12 native trees in the East Woods “former Emmons Property” area along Grove Road to replace the non-native invasive white mulberry trees removed. Stadler Nursery planted two Serviceberries and two Redbuds along Grove Road, as well as 2 Swamp White Oaks, 2 White Oaks, two Red Oaks, one Black Gum, and one Sycamore a little farther from the road. In addition, Stadler replaced a Dogwood and a White Oak which were not successful transplants deeper in the East Woods. These native trees will help support and add much beauty to the East Woods forest canopy. All plantings were selected and completed using social distancing.
We have a project to spread woodchips along established trails in the East Woods. If you would like to help with this project, please contact Joan Mahaffey. Social distancing guidelines will be observed.
Please take some time to walk in our Woods to see the emergence of native trout lilies and jack-in-the pulpit. Dogwood, Cherry trees, Tulip Poplars, Oaks, Hickories and other native trees are beginning to leaf out. Shrubs are sprouting, such as blueberries in the East Woods and spicebush in the West Woods. Web sites such as www.nativeplantcenter.net provide descriptions and photographs of native grasses and ground covers, shrubs, and trees. Focus your search for the Piedmont Region. Stay healthy and happy!

MaskerAider Project
The project to sew cloth masks by town residents for Grovers who need them has been a resounding success. Christine Dibble conceived this project and carried it out, with the help of numerous mask makers. You can see the results in the bright, colorful cloth masks worn by folks as they take their daily constitutionals around Town.
The MaskerAider project created and distributed more than 100 masks to Grovers. A special thank you to master seamstresses, Kathleen McCann, Lisa Kokes, Lauren Kingsland, Charlene McClelland, Mary Warfield, Joan Mahaffey, Liz Robertson, and Paige Chesney (Turner), and to Mimi Wong, who donated 100 masks that she obtained from a company in California. Coordinating Shopping Trips During the COVID 19 Epidemic
Working together, we can reduce the total number of trips between the Grove and groceries/pharmacies and help neighbors at the same time.

Mention which store you plan to visit and list your phone number so neighbors can contact you before emailing requests.

The Washington Grove Woman’s Club
There will be no May Flower Show this year
As we continue to Stay at Home with COVID-19, our Club and the Town are facing a May without our Annual Flower Show. Hopefully by next year this will be behind us and we will again celebrate spring together.
June Progressive Porch Party
No decision has been made yet about whether we will be able to hold our Annual Progressive Porch Party, but we should have an answer by the June newsletter.
Project Linus and the Maskmakers
Our Work from Home Project Linus has been most successful. We’ve had donations of crocheted, knitted and fleece throws and blankets! These will go to help give some security, warmth and comfort to children in foster care or who are seriously ill or traumatized. While Project Linus will be ongoing, recently our sewers put aside blankets to help make masks for those in Town who need them. We co-sponsored the Maskmakers Project with Washington Grove Cares.
We’re Working on the new Town Directory
As a reminder, we’re still collecting updated information for our 2020 to 2022 Town Directory. The forms are periodically emailed to the Listserv, you can pick up one up from the Town Office or contact Marilynn Frey at [email protected]. If you have not filled out yours yet, please fill one out as soon as possible and email it, mail it or drop it off at the Town Office, so that we can publish the new Directory this spring.
In this time of many unknowns for our local businesses, selling the ads that support our Directory will be particularly difficult. If you have a business or you have contacts with businesses, please contact Marilynn Frey ([email protected]) to get a signup form. Most businesses provide a simple business card.
After the Quarantine Ends, You Can Rent Our Clubhouse!
Once life returns to normal, this historic clubhouse will be available for rent to Town residents from mid-March to mid-December. It’s ideal for parties, showers, wedding receptions, meetings or other such events. Our rates are reasonable, and members of the Club receive a significant discount. Joining the Woman’s is easy
The Woman’s Club dues are a modest $15 per year and can be paid at any event, or by sending a check to The Woman’s Club of Washington Grove, to PO Box 354, Washington Grove, MD 20880.
Your dues make it possible for us to support Town programs such as The Summer In the Parks, the Acorn Library and the Holiday Show. They also let us host our annual Town events like the January White Elephant Sale, the February Chili Supper, Project Linus, the Spring Egg Hunt, the May Flower Show, the June Progressive Porch Party, the September Pot Luck Supper and guest speakers. Plus, all year-round we collect for our Community Outreach programs.
For the Washington Grove Elementary School
This outreach project has been on hold while the school is closed and students are doing online classes, we hope that by fall, we will again need to fill the closet, gather coats and bring music to the students.
- The Teachers Closet – We collect school supplies all year round for the Teachers Closet. Our aim is to keep it filled with things like glue sticks, pencils and sharpeners, paper, hand sanitizers and tissues, and other supplies. Without our help, teachers will all too often end up buying these things out of their own pockets.
- Winter Coats, Hats, Scarves and Gloves – We try to keep the Teachers Closet filled with winter coats, hats, scarves and gloves so that no child goes without through the bitter winter months.
- Bringing Music to the Students – This Fall, the school asked us to help ensure that all children can participate in the Music Programs. We are hoping to donate resin, reeds, instruction books and other necessities for a successful instrumental music program. Checks should be made out to the Woman’s Club and marked for donation to the WGES Music Program.
Working with Interfaith Works for the Children
As the less fortunate children, like the rest of us, must stay at home, the need for things to brighten their lives is even greater.
- Small Gifts – While the less fortunate children of our County need essentials, they also need occasional treats in their lives, and we help provide these by collecting Birthday Presents and small Treasure Chest items to be distributed through Interfaith works.
- Much Needed New Underwear – There is always a need for new underwear for boys and girls from toddlers to teens. We have developed sources for purchasing the underwear, so the easiest way to help with this need is through money donations.
White Socks and Toiletries for Area Shelter
The small, travel sized toiletries from hotels are always needed by shelter residents, and we collect and distribute them. Also, winter is hard enough for the homeless without them going without socks! We continue to collect new white socks.
Where to Bring Your Donations
Whatever pulls at your heart strings, we have a need you can fulfill. Even though our Clubhouse is currently closed for the winter, we have bins on the porch to collect for our Community Outreach Programs, or you can drop off your contributions in the painted can on Wendy Weisbard’s porch at 119 Grove Road. You bring them and we’ll sort where they go! Checks are always appreciated too, just put in the memo field if you want your donation to go to a specific project and mail to The Woman’s Club, PO Box 354, Washington Grove, MD 20880.
Stormwater Management Committee
Next Meeting: Tuesday, May 12, 2020; 7:30 p.m. The public is invited to attend this virtual meeting via ZOOM conference. The Stormwater Management committee meets the 2nd Tuesday of each month.
If anyone would like to join the next TWG Stormwater Management Committee meeting the details for joining are below. Last month we discussed drainage issues resulting from the heavy rains especially on 4/13/2020. We would like to ask Town residents to report other issues they may have been experiencing from the recent rains. We will also be continuing our work on finalizing our presentation on the critical Stormwater Management issues in our West Woods in preparation for a Zoom meeting with Watershed Planners from Montgomery County and the City of Gaithersburg Stormwater Management team.

How to Vote By Mail in the Maryland Primary Election June 2nd

In response to Governor Larry Hogan’s renewed proclamation governing election procedures during the COVID-19 pandemic, the June 2 primary will take place by mail. Montgomery County citizens who wish to vote in the 2020 Presidential Primary Election need to submit their registration to vote or any update to their current voter record including mailing address no later than Wednesday, May 27, 2020.
Maryland holds closed party primaries. Only registered voters affiliated with the Democratic or Republican parties receive a ballot for that party. Unaffiliated voters will vote only for candidates for the Board of Education.
Registering to vote requires that you are a US citizen, live in Montgomery County, Maryland, and are or will be at least 18 years of age on or before November 3, 2020.
Registered voters can review/update their voter record by texting CHECK to 77788, CLICKING HERE, or calling 240-777-8500 to verify their voter registration using the automated phone system or for assistance.
Individuals who are not registered but have a valid Maryland Driver’s license, Permit or MVA ID can register by texting VOTE to 77788 or CLICKING HERE.
Individuals without a Maryland Driver’s license, Permit or MVA ID can visit www.777vote.org to download a voter registration application to mail to the Board of Elections, or call 240-777-8500 for assistance.
