Chairman Evans called the meeting to order at 7:31 p.m. In attendance were Commissioners Samantha Beres, Georgette Cole, Eric Gleason and Steve Werts. Also in attendance was new home owner Kent Williams (415 Grove Ave.), architect Ralph Hurst and resident Gary Temple (114 Ridge Road).

Public Appearances

Kent Williams came to introduce himself to the Commission and briefly discuss the possibilities available for making this property compliant. He will return in June with real plans.

Gary Temple and Ralph Hurst discussed the amended plans for a bathroom addition at 114 Ridge Road.

Approval of Minutes

Georgette Cole moved to approve the minutes from March 3, 2010. Steve Werts seconded the motion. Approved: 4-0.

Building Permits

After a brief discussion about the changes, Eric Gleason moved to approve the building permit application for a bathroom addition at 114 Ridge Road. Georgette Cole seconded the motion. Approved: 4-0.

Update on Enforcement Issues

  • 108 Maple Ave. – Steve Werts reported that he measured the new stoop and it is now in compliance. The stoop is 36 inches high and thus allowed to be in the setbacks.
  • 517 Washington Grove Lane – The Code Inspector’s report indicated that the stoop was non-compliant. The stoop was built before the setback requirements existed. A discussion ensued. Steve Werts will measure the height of the steps again.
  • 103 Brown St. – The Code Inspector’s report indicated that the property was still in violation. Bob Evans will call Mayor Anderson to discuss the next step.

Update on Mansionization Process

The Commission discussed the HPC’s suggestion to relax the ordinance requirements for those who agree to build using certain design guidelines, overlay zones, HPC approval of permits, state regulations for historic preservation commissions, incremental risk reduction and FAR (floor area ratio). The Planning Commission expressed its opposition to recommending steps which would create mandatory approval and enforcement powers in the Historic Preservation Commission.

Ordinance No. 2010-04; Discussion – revised permit application fees

The public hearing for this is scheduled for April 26, 2010. Planning Commission approves of the proposed change to permit fees.

Report from the Town Council

Georgette Cole urged any Commission members with budget interests to come to the Budget Work Session on April 12, 2010.

Other Business

Chairman Evans brought up a problem with the ordinance that governs fences. There was a brief discussion. This will be further discussed at a later date.
