Chairman McClelland called the meeting to order at 7:32 p.m. In attendance were Commissioners Georgette Cole, Eric Gleason, and Steve Werts. Alternate Missy Yachup arrived after the approval of the permit for 317 Brown Street. Also in attendance were residents Eric Gompf, Holly Hunter-Ceci and Tony Hunter-Ceci. Property owner Terry Arnold was also in attendance.


Chairman McClelland announced his formal resignation from the Commission. He thanked everyone for all of their help and support during the years. He suggested that the Commission consider putting one person on building permits, one person to manage ordinance violations and one person to schedule inspections and follow-ups with the Code Inspector.

Public Appearances

Mr. Gompf (517 Washington Grove Lane) presented his new house location survey.
Per Article VII, Sections 3.323, 3.329 and Article IX, the Commission approved a building permit application for a new portico on the front of the house and second story dormer changes. Vote: 4-0.


  • 118 Grove Avenue: A new boundary survey was presented to accompany an earlier submission for a new fence. Per Article VII, Section 3.328, the Commission approved a building permit application for a fence. Vote: 4-0.
  • 317 Brown Street: The HPC completed its review on this property. The Commission approved a building permit for an addition. Vote: 4-0.

Approval of Minutes

The minutes from November were approved. Vote: 5-0.

344 Ridge Road

Chairman McClelland reviewed the enforcement options for remediation of the ordinance violation on this property. The option of a fine along with covenants that involve the maintenance of evergreen screening between 344 & 348 Ridge that will run with the land is how this violation will be handled. Mr. Arnold agreed to purchase the screening chosen by the Hunter-Ceci’s (348 Ridge Road). The type of screening discussed was Red-tipped Photinia, Arborvitae, American Holly and other fast-growing, deer resistant evergreens. Chairman McClelland will meet with Mayor Anderson to discuss the type of screening and make sure that a timeline for completion is included in the agreement. The Town attorney may be consulted for help with the covenants. Mr. Arnold wanted to note for the record, that he will pay for the screening in its entirety. He will do whatever it takes.

103 Brown Street

Chairman McClelland reported that the code inspector will be contacted for an inspection of the property.

415 Grove Avenue

The Commission discussed how to address the ordinance violation (2 story detached garage) at this property. It is currently on the market. The PC recommends that if/when the property changes ownership the new owners will have 3 months from the date of the sale to correct the violation. This must be done by either connecting the two (2) structures as originally planned or removing the offending second story. If there is no change in ownership, the current owners will be notified that they have one year to bring the structure into compliance.

Report from the Town Council

There were no questions for Georgette Cole concerning her Council Report (Exhibit A). There was a brief clarification concerning the new Roadside Tree Law. There was also a brief discussion about the Deer Park Bridge.
