Darrell Anderson called the meeting to order at 7:50 p.m. In attendance were Commissioners Peggy Ebner and Bud O’Connor. Also in attendance were town residents Barbara Booth, Randy Harmon and John Tomlin.

Approval of Minutes

The minutes for December were approved.

Building Permits

The following building permits were discussed and voted on by the Planning Commission: 3 Ridge Road A fence was unanimously approved.
115 Washington Grove Lane A shed roof repair/replacement was approved unanimously.
350 Ridge Road The required Public Agreement and cash bond was submitted by owner.

Commercial Corner

The Art Studio has submitted the required fee and will meet with the Board of Zoning Appeals on February 12.

Private Structures on Town Property

Town attorney Bill Roberts has recommended that a Town policy be recorded allowing an owner to rebuild the exact structure should a loss or deterioration (for example fire, fallen tree, rot, termites) take place. This policy would protect the interests of the owner and the lending institution. All commissioners agreed with this recommendation. Commissioner Anderson will refer to Town Council for consultation with Attorney Roberts for appropriate language.

Propane Tanks

Due to safety concerns of neighbors, it has come to the attention of the Planning Commission that there have been two recent installations of propane tanks in Town. Currently, no permit is required to install fuel tanks in Washington Grove. Montgomery County has a policy for treating these tanks as permanent structures that require a permit and are subject to set-backs such as those required for sheds or “other structures.” All Commissioners agreed that the County should be notified to their presence.

Report from Town Council

Mayor John Compton will propose to the owners of the Cater property the possibility of building three houses on their property and annexation into Washington Grove. Montgomery County has offered them two houses.

Non-Complaint Properties

Letters from Mayor Compton have gone to the owners of the following non-complaint properties with notification of 10 days to become complaint or be fined $100 per day until they become complaint:

  • 103 Grove Avenue » fence
  • 406 Grove Avenue » fence
